Incentives Offered

Section 481 Film Tax Credit

Eligibility Criteria

Project Types

  • Eligible: Feature films, creative documentaries, animations, TV series.
  • Ineligible: Adult content, extremely violent films, commercials, reality shows, soap operas.

Production Company

  • Must be Irish registered and resident.
  • Must have been trading in Ireland for at least 12 months.

Cultural Test

  • Must pass a test administered by the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media.

Minimum Spend Requirements

  • Minimum spend on production: €250,000.
  • Minimum Qualifying Production Expenditure (QPE): €125,000.

Eligible Expenditure Includes

  • Cast and crew expenses, goods/services sourced in Ireland, post-production, VFX.
  • Excludes: Marketing and publicity costs.

Production Types

  • Service Works: Foreign-led productions using local Irish service companies.
  • Co-Productions: Shared creative and financial responsibilities between Irish and international producers.
  • Irish Films: Creatively led and majority-funded from within Ireland.

Minimum Qualifying Production Expenditure (QPE)

  • €125,000 minimum QPE required per project.
  • Total production budget must be at least €250,000.

Accepted Categories for Evaluation

  • Feature Films: Up to 32% credit, with possible 40% under Scéal Uplift (max €20 million QPE).
  • Unscripted Productions: Up to 20% credit, capped at €15 million.
  • Culturally Qualified Productions: Must pass the Cultural Test.

  • Labour Costs
    • Includes payments to directors, cinematographers, editors.
    • Must be incurred in Ireland or relate to Irish-based activities.
  • Equipment Rental Fees
    • Camera, lighting, sound equipment rentals.
    • Equipment must be used in Ireland.
  • Location Fees
    • Payments for filming in public/private Irish locations.
    • Includes prep and securing fees.
  • Wardrobe & Costume Expenses
    • Purchases or rentals for costumes.
    • Includes design, fitting, maintenance.
  • Set Design & Construction
    • Design, material, labor, and construction of sets in Ireland.
  • Special Effects & Stunts
    • CGI, practical effects, stunt coordination and safety.
  • Catering, Craft & Services
    • On-set catering, snacks, beverages.
  • Specialized Services
    • Visual effects, editing, animation, stunt coordination, etc.
  • Accommodation & Transportation
    • Lodging and transport costs for cast/crew.
    • Includes transport of equipment within Ireland.
  • Travel
    • Internal travel costs within Ireland for cast, crew, and equipment.
  • Miscellaneous Costs
    • Other qualified production-related costs in Ireland not categorized above.

Post-Production Expenditures

  • Editing, sound mixing, color grading, VFX.
  • Includes subtitling, dubbing, etc.

Non-Qualifying Expenditures

  • Outside Ireland: Costs incurred abroad.
  • Marketing & Distribution: Excluded from QPE.
  • Unrelated Production Costs: Must be clearly distinguishable.

Application Process

Step 1: Cultural Certificate Application

  • Apply to the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media.
  • Submit application at least 21 working days before Irish production starts.
  • Submit via email to Section481@ccs.gov.ie.

Step 2: Claiming the Credit

  • Claim made via Revenue Online Service (ROS).
  • Can claim up to 90% of tax credit based on budgeted expenditure.
  • Remaining balance is claimable upon project completion.
